New Online Casinos in the Philippines

What's genuinely new in PAGCOR's records in 2026: PT Gaming, FUNaloMAX, Okada Play and Newport's online brands reviewed, plus the directory entries that disappeared.

“New online casino” means something specific in the Philippines: a brand or web address that has recently entered PAGCOR’s records. Those records moved a lot in 2026. Comparing PAGCOR’s own lists from January with the versions dated 17 September 2026, the register of Gaming System Administrator brands grew from about 350 to about 400 domains, the licensed-casino list added new online brands from Okada Manila’s and Newport World Resorts’ operators, and the live PAGCOR Guarantee directory shrank from 91 to 72 displayed entries. This guide explains what is genuinely new, reviews four of the new names, and shows how to tell a new licensed site from a new look-alike.

The table shows PAGCOR-listed operators with our editorial score and their current headline offer. These are established sites; the brands that are new in 2026 are reviewed further down, because most of them do not yet appear in both of PAGCOR’s sources.

How we rank operators

Why keep established sites in the table on a page about new casinos? Because being new is not in itself a reason to choose a site. A new brand has no track record of paying withdrawals, few user reviews, and often promotions designed to pull players away from existing sites. Our scoring rubric gives no points for novelty, and new brands can only reach full licence marks once their domain appears in both PAGCOR Guarantee and a dated register. On 24 September 2026, only one of the four new brands reviewed below did.

If you are simply looking for a fresh place to play, it can make more sense to try an established listed site you have not used yet than a brand launched last month. If you want the newest names, read their reviews with that in mind, start small, and verify your account before you deposit much.

How we review new casinos

We define “new” by PAGCOR’s records rather than by marketing. For this page we compared three sets of official sources:

Source Older version Current version
List of PAGCOR-accredited Gaming System Administrators and registered brands and domains As of 6 January 2026; April 2026 copy As of 17 September 2026
List of registered brands and domains of licensed casinos As of 6 January 2026; April and August 2026 copies As of 17 September 2026
PAGCOR Guarantee directory Archived copy of 17 January 2026 Read on 24 September 2026

Older versions come from the Internet Archive’s copies of PAGCOR’s own files. We compared domain names and directory entries and ignored hidden entries that the directory’s code contains but does not display. A brand counts as new here if its domain was added to a register or the directory during 2026, or if its operator announced a launch in 2026.

Two limits apply to this comparison. First, the archive only holds some versions of each file, so a domain that was added and removed between two copies would not show up; the dates in the table are the copies we could compare, not a complete history. Second, the counts are approximate because they come from text extracted from PAGCOR’s PDF tables, where long cells can wrap. We therefore round domain totals and name only additions and removals we could confirm by reading the rows themselves. Where a finding rests on the directory, we used the entries it displays, not hidden code.

Each new brand is then scored on the same five criteria as every other operator on the site, set out on our how we review page: licence and domain (3 points), terms transparency (2), payments (2), game range (2) and responsible gaming (1). Because most new sites restrict access to users in the Philippines, their terms and payment details come from their own pages as indexed in Philippine search results and from their official App Store listings, each marked with its source.

PT Gaming

8.0/10

PT Gaming is the only addition to the PAGCOR Guarantee directory since January 2026, but it is a new name rather than a new operator. Its own site describes it as “formerly Playtime”, and the directory tells the same story: the PLAYTIME entry, which linked to playtime.ph, is gone, and PT GAMING, linking to ptgaming.ph, has taken its place. In the GSA register, ptgaming.ph and ptgaming.com.ph sit in the row of Playmate Leisure Solutions Corp., which lists sports betting, specialty games, numeric games, traditional bingo and online poker.

It is also by far the most-rated casino app we found on the Philippine App Store, with 4.6 out of 5 from 94,275 ratings for the PT Gaming app, published by Playmate Leisure Solutions Corp. Its listing promotes a new-player welcome bonus of up to ₱2,980, cashback of up to 3.5% and cash-outs “within 10 minutes”; its homepage adds a 10% loss rebate. PT Gaming’s own withdrawal guide, dated August 2026, says you withdraw to a verified GCash or Maya wallet with a minimum of ₱50 in the app or ₱200 on the web.

The ratings and the recent reviews tell different stories. Several of the newest App Store reviews complain about pending withdrawals and difficulty reaching a live agent, which is worth weighing against the headline average. We could not read the full bonus terms, so the transparency score stays at half.

FUNaloMAX

6.5/10

FUNaloMAX is the newest brand of Bloomberry Resorts and Hotels, Inc., the company behind Solaire Resort, and markets itself as “a product of Solaire”. Its domain, funalomax.com, was not in the GSA register in January 2026 and is there in the September version, in a Bloomberry row that also lists the sub-brands Pesomaxfun, LoveFun and OnlyFun and covers electronic casino games, sports betting, specialty games and both kinds of bingo. Its App Store app was first released on 29 July 2026.

Its pages promise a 100% welcome bonus on the first deposit, “instant GCash payouts”, GCash and Maya top-ups, and 24/7 support by Viber and SMS. Its games site lists slots, casino games, perya-style games and e-games, including live game shows from Evolution. With only 23 App Store ratings, averaging 3.6, there is little user history yet, and several recent reviews complain about slow withdrawals and rebates that are hard to redeem.

FUNaloMAX was not in the displayed PAGCOR Guarantee directory on 24 September 2026, which is why it earns 2 of 3 licence points. That is common for brand-new brands and may change quickly; check the directory before you register.

Okada Play

6.0/10

Okada Play is the second online platform of Tiger Resort, Leisure and Entertainment, Inc., the operator of Okada Manila, alongside the established Okada Online Casino. Okada Manila announced a partnership with PhilWeb Corporation to build it in March 2026, and PhilWeb announced its official commercial launch on 13 May 2026. PhilWeb supplies the gaming platform, content and customer-service infrastructure.

The GSA register lists OKADA PLAY with a set of domains, including okadaplay.com, okadaplay.ph, okadaplay.com.ph, okadaplay.vip and okadaplay.jp, in a Tiger Resort row covering electronic bingo, electronic casino games, sports betting and specialty games. The licensed-casino list also gained okadaplay domains between January and April 2026. Okada Manila describes Okada Play as a complement to its land-based casino and its existing online platform, aimed at a wider audience across the Philippines.

What we could not find is practical detail: no public bonus terms, payment methods or App Store app for Okada Play in the Philippine results, and no PAGCOR Guarantee entry on 24 September 2026. Until those appear, it scores as a licensed brand whose key information is hard to confirm. The logo shown is the Okada brand mark used by both platforms.

Newport World Casino Online

5.5/10

Newport World Resorts, the Pasay City integrated resort operated by Travellers International Hotel Group, has been building an online presence since 2025, when the Philippine press reported it was scaling up in online gaming. In 2026 its operator’s row in the licensed-casino list gained a whole family of new brands and domains, among them Newport Epic World, Newport Bingo World, Newport Grand World, Newport Fortune World, Newport Jackpot World, Newport Lucky Stars and Newport Games, all added after April 2026.

The one Newport entry in PAGCOR Guarantee is “Newport World Casino”, linking to newportworldcasino.online. That address did not appear in either register we checked, where the Newport rows list the domains above instead. It is the reverse of the usual gap for new brands: here the directory shows an address the register does not. Both sources are official, but until they agree the licence score stays at 2.

The resort describes its online gaming as live casino games, such as slots, blackjack, baccarat and roulette, “available exclusively to qualified Newport World Resorts members” within the Philippines. There are no public bonus terms or payment pages to assess, so this is a site for existing resort members rather than new online players.

What changed in PAGCOR’s records in 2026

The four reviews above are the most visible part of a larger reshuffle. Three changes stand out when the January and September versions are laid side by side.

The registers grew. The GSA register listed about 353 distinct domains on 6 January 2026 and about 400 on 17 September. That is a net figure: roughly 136 domains were added and 89 disappeared, so the list is being actively maintained, not just extended. Many additions are new addresses for existing brands, such as new BingoPlus and ArenaPlus domains, and some are new brands, among them Betano, the international sports-betting brand, registered at Betano.ph to Kaizen Gaming Philippines Inc. The licensed-casino list grew from 55 to 71 domains, mostly the Newport and Okada Play additions.

Beyond the four brands reviewed above, these are some of the names whose domains first appear in the GSA register in 2026. We list them so you can recognise them, not as recommendations; none has been scored yet.

Brand name in the register Example new domains Also in PAGCOR Guarantee?
Betano (Kaizen Gaming Philippines Inc.) betano.ph No
Okada Play (Tiger Resort) okadaplay.com, okadaplay.ph No
FUNaloMAX, LoveFun, OnlyFun (Bloomberry) funalomax.com, lovefun.com, onlyfun.ph No
Newport Play, Newport Panalo Bet, Newport Lucky World, Newport MegaBet, Newport VMX newportplay.com, newportpanalobet.ph, newportluckyworld.ph Only newportworldcasino.online
FBM Play fbmplay.ph, fbm.casino, fbmcasino.ph No
KKBet kkbet.ph No
ChampionZone championzone.ph No
BySports bysport.ph, bysports.com ByBet’s bybet.com only

Some of the other additions are new addresses for existing brands: new domains for Buenas, BingoPlus and ArenaPlus, for example, and a series of short “G” and “Mega” addresses. Brands often register many domains at once, for different games, campaigns or app downloads, which is one reason the register grows faster than the directory.

The directory shrank. PAGCOR Guarantee displayed 91 entries in the January copy and 72 on 24 September. One entry was added, PT GAMING, and twenty were no longer displayed:

Directory entries displayed in January 2026 but not on 24 September 2026
9D (9dph.com) Jade Sportsbet (jadesportsbet.com)
Anibet (anibet.com) King Casino (king.com.ph)
BetHub (bethub.ph) King PH (king.ph)

Bling Win (blingwin.com) Lucky PH (lucky.ph)

Happy Play (happyplay.ph) Perya Plus (peryaplus.com)
Hawk Gaming (hawkgaming.com) Piso Game (pisogame.com)
Playtime (playtime.ph), now PT Gaming TongitsTok (tongitstok.com)

Why would an entry disappear? PAGCOR does not publish reasons next to its directory, so we do not guess at individual cases. In general, an entry can go because a brand is renamed, as Playtime was; because it moves to a different address; because an operator stops running it; or because PAGCOR itself acts against it. The practical consequence for a player is the same in each case: the address you have bookmarked may no longer be the one PAGCOR vouches for.

A missing directory entry does not by itself mean a site lost its licence. Playtime is a rebrand, and other brands may have moved to new addresses or be listed only in a register. But it does mean that a “PAGCOR verified” claim based on an old screenshot of the directory can be out of date. If a site you use is on this list, look up its current address in PAGCOR Guarantee and the registers before your next deposit.

New does not always mean listed everywhere. Three of the four new brands reviewed above appear in only one of PAGCOR’s two sources. For new brands, the register usually comes first and the directory later; Newport shows it can also be the other way round. That gap is exactly where look-alike sites operate.

Registered but not yet launched

Registration can come well before a site is ready. Betano is the clearest example. Betano is an international sports-betting brand owned by Kaizen Gaming, which describes itself as the first regulated betting site in Brazil, and in September 2026 PAGCOR’s GSA register listed Betano.ph under Kaizen Gaming Philippines Inc. Yet Philippine search results showed no Betano.ph site, only the global betano.com, which directs visitors to a local site by location, and Betano apps for other countries.

A registered brand with no live site cannot be reviewed, and any “Betano Philippines” page claiming bonuses or payment methods before the brand’s own site is live should be treated with caution. The same goes for any new name in the table above: if the address you are offered is not one of the registered domains, it is not the licensed brand, whatever the logo says. When a new brand does launch, look for three things before you register: its own pages at a registered domain, an app published by the registered operator, and an entry in PAGCOR Guarantee.

How to check a new casino in five minutes

  1. Find the brand in the registerOpen the current GSA and licensed-casino lists from PAGCOR’s Electronic Gaming Licensing Department page and search the brand name. Note the operator and every listed domain.
  2. Look for it in PAGCOR GuaranteeIf the brand is there, compare the linked address with the register. If it is not there yet, treat the brand as newer and less proven.
  3. Match the address you were givenCharacter by character against those lists. Most fakes fail here.
  4. Check the app publisherOn the App Store, the seller should be the operator in the register, such as Bloomberry Resorts and Hotels for FUNaloMAX or Playmate Leisure Solutions for PT Gaming.
  5. Read the withdrawal page before the bonus pageMinimum withdrawal, methods and processing times matter more at a site with no track record.

New look-alike sites

Every new brand attracts copies, and every established brand attracts “new” domains that are not its own. Examples we found in Philippine results on 24 September 2026:

  • bybetph.com and bybetcasino.ph present themselves as ByBet, but the registered ByBet domains are addresses such as bybet.com, bybet.ph and bybet.app, and the directory links bybet.com.
  • filbetcasino.ph promotes a “Filbet app”, but Filbet’s registered domains are filbet.com and filbet.com.ph.
  • Casino “app” pages on subdomains of government websites, which have been taken over by spam, promising downloads of well-known brands.

The defence is the same for every case: take the exact address from PAGCOR Guarantee or the register, type it yourself, and download apps only from a link on that domain or from an App Store listing whose seller matches the licensee. Our PAGCOR licence guide shows the check step by step.

Pros and cons

Pros of new casinos

  • Launch promotions, such as FUNaloMAX’s 100% first-deposit bonus
  • New brands from established resort operators, such as Solaire’s and Okada Manila’s companies
  • Fresh platforms built for phones and e-wallets

Cons of new casinos

  • Often in only one of PAGCOR’s sources at first
  • Little user history on withdrawals
  • Terms and payment pages still incomplete
  • Look-alike sites appear alongside every new brand

Who is a new casino actually for? It suits an experienced player who already knows how bonuses, verification and withdrawals work, deposits small amounts, and wants to try a new lobby or a launch offer. It suits a first-time player much less: if something goes wrong at a new site, there are fewer reviews to learn from and less history to judge whether a delay is normal. If you are new to online casinos, start at an established listed site, learn the process there, and come back to the new brands once they have a directory entry and a few months of user feedback.

The balance favours patience. A new brand from a resort operator is a real licensed product, but its first months are when information is thinnest and when copycat domains are most confusing. Waiting until the brand appears in PAGCOR Guarantee as well as the register costs you nothing.

Casino types

New brands in 2026 fall into the same two licence types as established ones, and the type tells you what to expect:

Type New in 2026 Typical games
Online brands of licensed casinos Newport World Resorts brands; Okada Play domains Live baccarat, roulette, slots
Gaming System Administrator brands FUNaloMAX, Okada Play, PT Gaming (rebrand), Betano E-casino slots, bingo, sports betting, specialty games

Several operators now run brands of both kinds: Tiger Resort has Okada Online Casino and Okada Play; Bloomberry has Solaire Online and FUNaloMAX. They are separate products with separate domains, promotions and sometimes records, so a bonus or account at one does not carry over to the other. See our guide to online casinos in the Philippines for the established brands.

Bonus types

New brands compete for players with launch promotions, and in 2026 those follow PAGCOR’s rules like any other. Since a PAGCOR memorandum of 7 May 2026, reported by iGaming Business, cash rebates on slots, e-bingo, numeric games and sports betting are capped at 1.5% of turnover or deposit, and cash-back on e-games at 15% of net losses. Welcome bonuses are not capped, which is why launch offers concentrate there:

  • Welcome match: FUNaloMAX’s 100% first-deposit bonus; see our welcome bonus guide.
  • Tiered new-player bonus: PT Gaming’s welcome bonus of up to ₱2,980.
  • Loss rebates and cashback: PT Gaming advertises a 10% loss rebate and cashback of up to 3.5%; check how each is calculated against PAGCOR’s caps.
  • No-deposit and sign-up offers: less common at brand-new sites; see no deposit bonus.

Here is how the launch-style offers of the new brands compare with two established listed sites, as shown on the operators’ own pages on 24 September 2026:

Brand Status Headline new-player offer Terms visible?
PT Gaming Rebranded 2026 Welcome bonus up to ₱2,980 Amount only
FUNaloMAX New 2026 100% first-deposit bonus Percentage only
Okada Play New 2026 None found —
Bet88 Established 100% up to ₱8,888; 20 no-deposit spins Minimum deposit, claim steps, dates
CrazywinGo Established ₱50 after KYC 8x turnover stated

The pattern is typical: new brands lead with a percentage or a peso amount and fill in the conditions later, while longer-running sites have had time to publish detailed terms. That is not a reason to avoid a new brand’s offer, but it is a reason to ask its support for the wagering and withdrawal rules in writing before you accept one.

With any launch promotion, read the wagering, the eligible games and the withdrawal rules before you deposit. A new site’s terms are the ones most likely to change in its first months, so note the date you read them.

Online casino games

New platforms mostly offer the same studios as established ones, because the games themselves are approved separately. PAGCOR publishes lists of approved electronic games by provider, including JILI, PG Soft, Pragmatic Play, Fa Chai, Hacksaw Gaming and NetEnt; a new brand running those titles is running the same approved games as a site that has been listed for years. What differs is the lobby: FUNaloMAX leans on perya-style games and live game shows, PT Gaming on card games and poker, and the resort brands on live tables.

New platforms are also where newer game formats tend to appear first. The PAGCOR approved-games lists grow with each provider update, for example JILI’s family of Super Ace titles now includes Super Ace 2, Super Ace Deluxe, Super Ace Joker and Super Ace Jackpot Legend, and new brands often feature the latest versions in their lobbies to stand out. Crash games, fishing games and live game shows such as Evolution’s Lightning Storm, which FUNaloMAX promotes, are other formats that new sites push hard. Check that a title you want to play is by a provider in PAGCOR’s lists, and remember that a game’s name on a banner does not tell you which version the site runs.

If you want to see how a game plays before you register anywhere new, most slots have a demo mode. Our free casino games section covers the most played titles, including Super Ace and Fortune Gems.

Gambling regulation in the Philippines

PAGCOR both operates and regulates gaming in the Philippines. For online play, its Electronic Gaming Licensing Department licenses specific game offerings and accredits the Gaming System Administrators whose platforms run them, and publishes the dated lists this page is built on. Three rules matter most for a new site:

  1. Only current PAGCOR records countPAGCOR states that all offshore licences under its former framework were cancelled effective 15 December 2024. A new site showing an offshore or foreign licence has no current PAGCOR authorisation.
  2. No cards or cryptoPAGCOR has prohibited credit cards and cryptocurrencies for betting. A new site offering them is not following PAGCOR’s rules.
  3. 21 and over, with exclusionOnline gambling is for adults aged 21 and over, and PAGCOR’s self-exclusion applies across the sites it licenses, new or old.

E-wallet payments follow Bangko Sentral ng Pilipinas rules as well: since 16 August 2025, GCash and Maya no longer link to gaming sites, so payments start in the casino’s own cashier. Our payments guide explains the limits.

Payment rules are tightening in ways that affect new sites in particular. In September 2026 the BSP was reported to be consulting on a draft circular requiring payment providers to vet merchants more strictly, after thousands of merchant accounts were found taking casino bets under other business names; under the draft, casinos could be accepted only through a direct merchant arrangement. For a new brand, that means its cashier should show payments to the operator itself, not to an unrelated business name. If a new site’s GCash confirmation screen shows a merchant you do not recognise, stop and check before you approve.

For adults 21 and over. A new site’s launch offers are designed to win you over quickly. Set a deposit limit before you register. PAGCOR’s free helpline is open 24/7 at (02) 8248-9568, and our responsible gambling guide explains self-exclusion.
